Some sellers reviewing their Amazon UK statements may have noticed changes to when the EPR Pay on Behalf service fee is deducted and how the charges appear on invoices.

The key point is that Amazon has not announced an increase in the UK EPR service fee from £20. Amazon says the changes concern the timing and mechanism of collection and the separation of invoices. The service fee remains £20 per applicable EPR category per year.[1]

1. What has changed?

Amazon's September 2026 UK announcement describes three main changes:

  • Item:EPR Pay on Behalf service fee;Current arrangement:**Remains £20 per applicable EPR category per year**; the fee itself has not changed

  • Item:Timing and collection;Current arrangement:Amazon states that the fee is collected within 30 days of enrolment for each reporting period. For sellers with a non-UK registered business address and qualifying sales, Amazon further states that it will deduct the fee from the selling account within 30 days of the first eligible sale

  • Item:Invoice presentation;Current arrangement:The **service fee** and **eco-contribution** are collected separately and supported by two invoices instead of one combined invoice

Previously, Amazon could retain the service fee through an account-level reserve and deduct it later. Amazon says that the revised arrangement no longer uses that reserve mechanism for this service fee.[1]

“Within 30 days” does not mean that £20 is charged every 30 days. The £20 remains an annual fee for each applicable category, not a monthly fee.[1]

2. Which Amazon UK sellers should pay particular attention?

Amazon uses the Registered Business Address shown in Seller Central to determine whether a seller is established in the UK for this process.

Where a seller's registered business address is outside the UK and products sold on Amazon.co.uk fall within an applicable EPR category, Amazon may enrol the seller in EPR Pay on Behalf and calculate the relevant service fee and eco-contribution.[1][2]

Amazon's earlier UK notices refer to categories including packaging and waste electrical and electronic equipment (WEEE). Whether the arrangement applies depends on the products sold and the relevant policy—not simply on whether the seller has a UK VAT number.[2]

Amazon's service covers qualifying Amazon.co.uk sales under its rules. It does not automatically complete a seller's EPR responsibilities for independent websites, other marketplaces or other countries.

3. What is the difference between the £20 fee and the eco-contribution?

These two charges are easily confused.

The £20 service fee is Amazon's annual charge for providing Pay on Behalf for an applicable EPR category. It does not mean that the seller's total statutory UK EPR cost is limited to £20.[1]

The eco-contribution relates to the EPR obligations for the relevant products or packaging. Under the service arrangement, Amazon calculates and pays this amount and then recovers it from the eligible seller's account. It is not the fixed £20 amount described in the fee notice.[2]

For example, a seller with a non-UK registered business address whose products fall within UK packaging EPR may see both a packaging-category service fee and the corresponding eco-contribution. The two invoices should be reviewed according to the nature of each charge.

4. How should sellers review their statements?

  1. Open the EPR Pay on Behalf page in Seller Central and check the categories in which the account is enrolled and the associated charges.

  2. Verify the Registered Business Address used by Amazon and correct inaccurate account information.

  3. Separate the service fee from the eco-contribution instead of treating the two invoices as duplicate charges.

  4. Check the reporting period and first eligible sale date against the actual deduction date. If something appears inconsistent, refer to the account statement and Amazon support response.

  5. Review other sales channels rather than assuming Amazon's arrangement covers independent websites or every UK and European EPR obligation.

Frequently Asked Questions

Q: Has Amazon increased the UK EPR service fee in 2026?

Not under the Pay on Behalf announcement discussed here. Amazon states that the fee remains £20 per applicable category per year. The collection method and timing have changed.[1]

Q: If Amazon deducts £20, has all EPR liability been paid?

No. The £20 is Amazon's service fee. It is separate from the eco-contribution and does not establish that EPR obligations for other sales channels have been completed.[1][2]

Q: Does having a UK VAT number prevent enrolment in Pay on Behalf?

That cannot be determined from the VAT number alone. Amazon's notice focuses on the Registered Business Address in Seller Central and whether the seller offers products within an applicable EPR category.[1][2]
