Key Responsibilities
Packaging EPR
Registration: Mandatory registration with the Swedish Environmental Protection Agency (EPA) to obtain an EPR number.
PRO Affiliation: Producers must contract with an approved Producer Responsibility Organisation (PRO) to manage packaging waste.
Reporting: Submit packaging volume reports to the EPA either monthly, quarterly, or annually, based on your volume.
Labeling: Compliance with updated labeling rules, especially for beverage containers effective from July 3, 2024.
Batteries EPR
Registration: Producers must register with the EPA.
PRO Affiliation: Contract with an approved PRO for battery waste management.
Annual Reporting: Report placed and collected battery volumes by March 31 each year.
WEEE EPR
Registration: Producers must register with the EPA.
PRO Affiliation: Must contract with an approved PRO, e.g., Recipo.
Reporting: Timely reporting of WEEE volumes, monthly or quarterly.
Payment of Fees
EPA Enforcement Fee: SEK 1,250 annually for packaging and WEEE producers (applies if supply exceeds 1 ton or includes single-use products).
PRO Contribution Fee:
Packaging: Minimum SEK 1,000 based on volume.
WEEE: Minimum SEK 2,000.
Batteries: Fees determined by PRO contracts and volumes.
Sanctions for Non-Compliance
Late Registration: SEK 10,000 environmental sanction fee.
No PRO Affiliation: SEK 30,000 fee for packaging producers.
Labeling Non-Compliance: SEK 10,000 fee; beverage container rules effective July 3, 2024.
Failure to report or register may result in additional fines and penalties.

Important 2025 Dates
August 18, 2025: Full Implementation of the EU Battery RegulationThe new EU Battery Regulation (EU 2023/1542) will take full effect across all member states, including Sweden, on August 18, 2025. From this date, all producers and importers of batteries and battery-containing products must complete their EPR registration and comply fully with updated EPR obligations. Note that Sweden’s national regulations may still be aligning with this EU regulation, and the Swedish EPA (Naturvårdsverket) might not approve new PRO applications or independent EPR fulfillment until shortly before this date.
October 1, 2025: Denmark’s Packaging EPR Becomes EffectiveAlthough this applies to Denmark, cross-border e-commerce businesses selling packaging into Denmark must comply starting October 1, 2025. All producers and importers placing packaging on the Danish market must register and join an approved PRO from this date.
February 2025: EU Packaging and Packaging Waste Regulation (PPWR) Comes Into ForceThe EU’s new PPWR (EU 2025/40) aims to harmonize and strengthen packaging waste management. While many provisions will take effect 18 months after adoption, the regulation already affects cross-border e-commerce, particularly regarding packaging design, labeling, and reporting requirements.
Recommended Actions for 2025
Ensure EPR registration for batteries and battery-containing products in Sweden and other EU countries by August 18, 2025.
If you sell packaging into Denmark, complete packaging EPR registration and PRO affiliation by October 1, 2025.
